In Google spreadsheet as of this time Conditional Formatting can not be based on comparison with values in another cell.
Conditional Formatting can however be applied to a range where Data Validation has been used and the colors will automatically get updated when a different value is used in the range whaere Data Validation has been applied ... fo rxample see the following illustration in my Blog on Cloud Computing -- Google Docs Way

    Couple of things ...
    1) instead of hiding the 4 value in the first column I filtered it out ... then on sorting column 1 in asceding or descending order, even though the values were sorted correctly, the coloring of the cells was not right ... see Sheet1a
    2) however, the incorrect coloring of the cells got corrected when I refreshed the sheet for recalculating ... see Sheet1b

    I suggest you try my refreshing/recalculating suggestion and tell me if it then applies the Conditional Formatting correctly.

    One should not have to refresh/recalculate the sheet for Conditional Formatting to work correctly -- so I have escalated this issue to Google Guides/Engineers for resolution.
