Countif results different than Filter results
I have a very simple Google Spreadsheet with a summary page that adds up the possible responses from a calling campaign.

The first tab is the data and the second tab is a summary.

The formula in the second contact type summary (cell B6) is: 

=countif('Sample Data'!$C:$C,"="&A6)
The results of this formula is 159
However, if you filter the "Sample Data" tab on column "C" and select "Interaction" you get 167

It seems the "countif" is getting the wrong total.  The next row is wrong as well with "Left Voice Message" showing 77 using the Countif formula and actually there are 78 that match that in the Sample Data.

Any ideas?
