yogi_Conditionally Format Cells If The Value In The Cell Is Less Than The Value In The Cell Above It

conditionally format based on a % value in different cell.
I have columns of data an
d I want to conditionally format the cells so that if the cell is less than (all data are percentages, %,) the cell above it, the font is set to white and background to red.
I tried a few things that I saw in the forums, but couldn't get it to work.
This is for a spreadsheet on the New Sheets.
